Dear Members of the Urban Agriculture Research Association and Citizens Who Love Urban Agriculture, Greetings.
I am Heo Geun-young, President of the Urban Agriculture Research Association.

As we welcome the hopeful New Year of 2026, I sincerely wish that health and happiness will fill your homes and workplaces throughout the year.

In recent years, our society has been facing a variety of challenges, including climate change, environmental issues, and the weakening of communities. Amid these changing times, urban agriculture has grown beyond the simple cultivation of crops and has become an important social value that improves urban environments and connects people with one another. Urban gardens, community gardens, and the practice of growing plants in everyday life bring citizens the joy of living close to nature and serve as meaningful activities that help build healthy and vibrant communities.

The Urban Agriculture Research Association has been committed to expanding urban agriculture culture and cultivating professional talent through research, education, and citizen participation programs.
Moving forward, we will continue to strengthen our research capacity and promote sustainable development in urban agriculture while fostering mutually beneficial agricultural practices that connect cities and rural areas through diverse educational programs and policy initiatives.

In particular, in 2026, we will further expand the social and environmental value of urban agriculture by supporting accessible urban agriculture activities for all citizens and actively promoting practical initiatives in collaboration with local communities.

The Urban Agriculture Research Association will continue to open new paths for urban agriculture and do our utmost to grow together with citizens.

Your wisdom and participation will be the greatest driving force for the advancement of urban agriculture.

Introduction of the 2010 urban agricultural specialized projects by the Rural Development Administration

Provision of data from the ‘Department of the Instruction Development’ of the Rural Development Administration

 The Rural Development Administration, which has only talked about agriculture and rural areas for the past century, has been actively interested in urban agriculture and projects. What's going on? Let's look into it. First of all, the big purpose is not different from the road we have run so far, but it seems clear that we are approaching more effectively from a different angle. In conclusion, it spreads the value of agriculture and rural areas. Of course, it is through urban agriculture. First of all, this year's big strand of urban agricultural projects is achieved through four projects.

1. Supporting project for the revitalization of the urban life agriculture

 The purpose of this project is to spread agriculture in living spaces in the city, such as schools, hospitals, roofs, and verandas, so that the entire nation can understand and love agriculture properly.
To this end, this year, 'Urban farmer schools', 'Urban leisure-farming support', and 'Urban vegetable garden operation' projects will be carried out to urban residents in the schools, apartments, and universities that are highly interested in urban agriculture and are expected to have ripple effects.
Urban farmer schools educate them on the theory and practice of agricultural technology by stage, target, and crop, and crop cultivation managements of flowers and vegetables, and understanding of rural life. 'Urban leisure farming support' project supports technologies and equipments for creating indoor and outdoor vegetable farms such as roofs and verandas.
The project will be carried out in one location each in Seoul, Busan, Daegu, Incheon, Gwangju, Daejeon, and Ulsan, and one to three areas each in 'Do', and will be centered on agricultural technology centers in the region.

2) Support for home gardening to be part of our daily life

 The main purpose of this project is to contribute mainly to the promotion of the health of the people through horticultural activities, especially to the cultivation of proper emotions and education of children who are our future leaders.
The contents of the project will support horticulture for living lectures and horticultural treatment programs, horticulture for living contests and exhibitions, and activities of horticultural organizations, while distributing air purification plants and indoor gardens effective in alleviating new house syndrome.
In addition, through the horticultural activity draft developed by the National Institute of Horticultural and Herbal Science, educational effects can be expected by children experience horticultural activities in person and acquire knowledge from the horticultural programs linked to subjects they learn at school

3. Consumer's Room (Support for rural life of urban residents)

 The main purpose of this project is to seek win-win measures for consumers and producers through the expansion of urban and rural exchanges, revitalize rural areas, and contribute to the increase of farmers' income.
This project creates a foundation for providing agricultural and rural information for urban consumers, supports online information such as establishing a website in connection with rural promotion agencies, and operates counseling for consumers and supporting programs
It also provides information on the exhibition and purchase of excellent agricultural products produced mainly by leading organizations such as top project agricultural products and rural women's income activities products.
This project is organized by the Rural Development Administration's Instruction Development Department. And the targets of support are the Provincial agricultural technology institue and the Municipal agricultural technology center. However, If it is difficult to operate at local rural promotion institutions, related organizations and corporations such as life improvement associations, learning organizations, item organizations, producers and sales corporations can also receive support

4. Rural life education for consumer

 This project aims to accommodate the needs of various consumers through traditional life technology education, agriculture, and rural notification activities for urban consumers and to establish mutual satisfaction and trust between consumers and producers by forming a consensus on the importance of rural areas.
To this end, education for consumers and farmers will be promoted through the Provincial Agricultural Technology Institute and the Municipal Agricultural Technology Center.
Education for consumers is about information on plural functions of agriculture and rural areas, safety of agricultural products, and values of traditional culture to build trust in agriculture. And it also increases trust in agricultural sites through tours of sites good at processing agriculture products and agricultural research society by items.
 Education for producers allows producers to understand more about consumers' minds and needs and to have technologies and attitudes regarding the overall marketing required by the times, such as customer management and sales strategies as well as safe agricultural products production.
 The Rural Development Administration has begun to harmonize with urban residents in earnest for better-off agriculture and rural areas. More than a decade ago, short thoughts prevailed about agriculture, which were cutting and reducing its value with the logic of economic feasibility.
 But now we are standing at the very site where agriculture is strongly used as a tool to keep the people healthy and make the whole country and living environment comfortable in every corner.

Chapter 1, General Rules.

Article 1(name) The plenary session is referred to as the "Corporation The Korean Society for Urban Agriculture" (hereinafter referred to as the "plenary session"). The English name is "The Korean Society for Urban Agriculture" and the abbreviated notation is "KSUA"
Article 2 (Office Location) The plenary session's office shall be located within Nongsangmyeong-ro Iseo-myeon, Wanju-gun, Jeollabuk-do, and if necessary, a branch may be established in a local area, and matters concerning the establishment and operation of the branch shall be separately determined.
Article 3 (Purpose) This session aims at research to revitalize urban agriculture, develop related industries, and promote organic cooperation among members.
Article 4 (Business) The plenary session shall carry out the following projects for the purpose of Article 3.

1. A study on urban agriculture as a whole.
2. Holding a research presentation, exhibition, lecture, and institution.
3. Exchanges specialized technologies and information with related foreign societies and international organizations.
4. Discovery and industrialization of best practices.
5. Other projects attached to each of the above subparagraphs and other necessary projects (if it is a profitable business, it must obtain prior permission from the competent authority)



Chapter 2. Members

Article 5 (Type and Qualification of Members) ➀ The members of this meeting shall be regular members, associate members, honorary members, supporting members, and group members.
1. The regular member shall be a person who conducts research and guidance for urban agricultural development, works in related industries, practices urban agriculture, or agrees with the purpose of the plenary session. The regular member should submit a membership form to the plenary session, and pay a prescribed membership fee.
2. The associate member shall be a student of the relevant department of the university who has paid a prescribed membership fee with the approval of the board of directors.
3. The honorary member shall be a person who has paid a prescribed membership fee after obtaining approval from the board of directors as an industrial business operator related to urban agriculture of the plenary session.
4. The supporting members shall be those appointed by the board of directors due to their great contribution to the financial support of the plenary session.
5. The Group members shall be agricultural, landscaping, and construction-related companies that submit a membership form of the plenary session and pay a prescribed membership fee with the approval of the board of directors.
➁ A person who intends to join as a member shall apply in a prescribed form and obtain approval from the general meeting

Article 6 (Dues) ➀ Regular members shall pay the membership fees set by the general meeting. ➁ In principle, the annual membership fee paid shall not be returned, but at the request of a person who has lost his/her membership, it shall be calculated and returned monthly based on the time.
Article 7 (Lack of Membership) A member shall lose his/her qualifications when falling under any of the following subparagraphs.
1. When member reports his/her withdrawal,
2. When member dies,
3. When member is expelled,
4. When membership fees have not been paid continuously for more than two years (limited to cases where there is a resolution of the board of directors).
Article 8 (Disciplinary action and expulsion of members) When a member defames the reputation of the plenary session, acts in violation of its purpose, or violates its obligations as a member, disciplinary action or expulsion may be made by a resolution of the general meeting.
1. A member may be expelled if he/she damages the reputation of the plenary session or causes serious property damage.
2. The level of disciplinary action may be an accusation or request for investigation, warning, expulsion, dismissal, suspension of qualification within two years, an open apology (announcement of an apology), etc.
3. In the case of expulsion or disciplinary action, the member is given an opportunity to explain.
4. The results of disciplinary action shall be notified in writing to the member and publicly announced if necessary.



Chapter 3, Finance and Accounting.

Article 9 (Financial Income) The financial income for the performance of the project is as follows.
1. Membership fees (the membership fee shall be the annual membership fee and the admission fee, and in principle, prepayment shall be made)
2. Donations.
3. Contributions
4. Other income.
Article 10 (Resolution of budget and approval of closing accounts) ➀ The plenary session must obtain approval from the general meeting after a resolution of the board of directors before the start of the year.
➁ Revenue and expenditure settlement must be approved by the general meeting within one month after the end of the year through an audit along with the current property list at the end of the year.
Article 11 (Special Accounting) ➀ The plenary session may conduct profitable business or, if necessary, have a special account by resolution of the board of directors and the general meeting.
➁ The special accounting shall be reflected in the revenue and expenditure settlement of the preceding article.
Article 12 (Fiscal Year) ① The fiscal year of the plenary session begins on January 1 of each year and ends on December 31.
Article 13 (Accounting Report) ① The Chairperson shall report quarterly accounting execution and present condition of income and expenditure to the board of directors.
② Within two months of the end of the fiscal year, the Chairperson shall prepare a business performance report and present condition of income and expenditure report for the year, receive an audit 10 days before the general meeting, and report it to the general meeting after resolution of the board of directors.


Chapter 4. Executives and employees.

Article 14 (Type and Number of Executives) The plenary session shall have the following executives.
1. Five to ten directors (including one chairperson, one next chairperson, and two vice-chairpersons)
2. two auditors
Article 15 (Appointment of Executives) ➀ Directors and auditors shall be appointed by resolution at the general meetings.
➁ The dismissal of an executive before the expiration of his/her term of office must be resolved by the general meeting.
➂ When a vacancy occurs within a director or audit, it shall be filled within two months.
Article 16 (Official duties of executives) ➀ The chairperson shall be in charge of the affairs of the plenary session and represent the plenary session.
② The next chairperson becomes the chairperson at the expiration of current chairperson’s term of office, and acts on behalf of the chairperson when the chairperson is absent.
③ The vice-chairperson assists the chairperson and performs the duties delegated by the chairperson.
④ The directors organize the board of directors, resolve matters related to the important affairs of the plenary session at the competent meeting, and perform matters delegated by the board of directors or representatives.
⑤ The duties of the auditor are as follows.
1. Monitoring the executive status of directors.
2. When it is found that there is something illegal or inadequate regarding the property situation or business execution, reporting it to the General meeting and the competent authority
3. Requesting the convocation of the general meeting when necessary for the reporting of the preceding subparagraph.

Article 17 (the term of office of an executive) The term of a director is two years, and the term of an auditor is two years and both of them can be reappointed. Their term of office starts from January 1st unless there is a special reason.
Article 18 (in the case of term expiration, etc.) Even when an executive resigns or expires his/her term of office, he/she shall perform his/her duties until a successor is appointed.
Article 19 (retirement due to loss of qualification) When an executive loses his/her qualification as a member, he/she shall be deemed to have retired from his/her position.
Article 20 (Dismissal of Executives) When an executive defames the reputation of the plenary session or violates the duties of the executive officer, he/she may be dismissed by resolution of the general meeting
Article 21 (Employee) The plenary session may have an assistant administrator , clerk, and other paid employees, and the chairperson shall appoint and dismiss them.
Article 22 (Commission) ① Subcommittees and special committees may be established to assist the chairperson in the execution of his/her duties, supplement the functions of the board of directors, and to streamline his/her expertise and work.
② The results of deliberation by the subcommittee and the special committee cannot bind the decision-making of the chairperson or the board of directors. However, decisions must be made in respect of this.
Article 23 (Other) The plenary session may have an advisor or advisory committee.

Chapter 5. Meeting.

Article 24 (Type of Meeting) ① The plenary session shall be two types: the general meeting and the board of directors.
② The general meeting shall be divided into two types: a regular general meeting and an extraordinary general meeting.
③ Regular general meetings are held every March-April, and extraordinary general meetings and board of directors are held whenever necessary.
Article 25 (Convocation of Meeting) ① The general meeting and the board of directors shall be convened by the chairperson.
② The Chairperson shall convene a general meeting when a resolution of the board of directors, at least one-third of the regular members, or an auditor presents and requests the purpose of the meeting.
③ The Chairperson shall convene a board of directors when at least 1/3 of the directors or the auditor presents and requests the purpose of the meeting.
④ One week before the meeting, the general meeting shall send a notice stating the purpose of the meeting
Article 26 (Chairman of the Conference) Chairperson shall be the chairman of the general meeting and the board of directors.
Article 27 (Quorum of the opening) All meetings cannot be held without the attendance of a majority of the regular members.
Article 28 (Quorum of Resolution) ① The intention of the meeting shall be resolved by a majority of the members present.
② In the case of tie, it shall be rejected.
Article 29 (Delegation of written resolutions and resolution rights) ① If minor matters or urgency are required, a resolution may be made in writing only for matters notified in advance.
② If he/she is unable to attend the meeting due to unavoidable reasons, he/she may vote in writing and delegate the right to vote to other members. At this time, if a vote is made in writing or a vote is delegated, it is deemed to have been present.
Article 30 (Matters to be referred to the general meeting) The following matters shall be referred to the general meeting.
1. Approval of the business plan.
2. Approval of the budget and settlement of revenue and expenditure.
3. Matters concerning the change of the rule of incorporation.
4. Matters concerning the election and dismissal of executives.
5. Other important matters, such as dissolution of a corporation, etc.
Article 31 (Matters to be referred to the board of directors) The following matters shall be referred to the board of directors.
1. Establishment of a business plan.
2. Matters concerning the approval of the budget and settlement of revenue and expenditure.
3. Matters concerning the change of the rule of incorporation or the dissolution of a corporation.
4. Matters concerning academic presentations such as symposiums.
5. Matters delegated by the General Assembly
6. Other matters concerning the operation of the corporation and execution of its administrative affairs as submitted by the President
Article 32 (Minutes) Regarding the intention of the meeting, minutes containing the following matters shall be prepared and kept by the chairperson and the director present by signing and sealing.
1. Date and place of the meeting.
2. Current number of members or directors.
3. Number of members or directors present (including members or directors who delegated voting rights)
4. The progress and result of the meeting and the gist of the speaker's remarks.
5. Resolution, etc.


Chapter 6 Changes and Dissolution of the rule of Incorporation

Article 33 (Change of rule of Incorporation) This rule of incorporation may be changed with the consent of a majority of regular members at the general meeting and with the permission of the competent authority.
Article 34 (Dissolution and deposition of remaining Property) ① The plenary session may be dissolved pursuant to Articles 77 and 78 of the Civil Act.
② The remaining property at the time of dissolution of the plenary session shall be contributed by other organizations with similar purposes to the plenary session or paid to the national treasury with permission from the competent authority through a resolution of the general meeting.

supplementary provision This rule of Incorporation shall take effect after the registration with the competent court is completed and the permission of the competent authority.
Article 2 (Transfer of Business of the Korean Society for Urban Agriculture) After the plenary session has been registered with the competent court with permission from the competent authority, all of the current tasks of the Korean Society for Urban Agriculture will be attributed to the Corporate Korean Society for Urban Agriculture
Article 3 (Other Matters) Matters not prescribed in the rule of incorporation shall be handled in accordance with customary practices.
